“To set direction and leadership in science, research, innovation, and science education towards scientific and technological development for the Bangsamoro.” The ministry’s mission statement crafted during the 2021 Strategic Management Workshop conducted by the Ministry of Science and Technology – Bangsamoro Autonomous Region in Muslim Mindanao (MOST-BARMM) last January 25-29, 2021. MOST employees (regional and provincial staff) attended and participated in the said activity held at EM Manor Convention Hall, Cotabato City.

The five-day activity aimed to craft the vision, goals, mission, objectives, goal statement and core values of the S & T ministry. Present, discuss and finalize the Work and Financial Plan (WFP), Annual Procurement Plan (APP) and Project Procurement Management Plan (PPMP) for 2021.

Minister Aida Silongan said that the Strategic Management Workshop conducted by the ministry is crucial as it will provide efficient output on the finalization of APP, PPMP and WFP for 2021. She also added that strategic planning would also help each division/section/unit/province of the ministry understand and discuss the planning’s finalization, as mentioned above.

“This is an important activity for us so that we can draft, plan and sequence our projects, programs and activities for this year.” she said.

Also, Suharto Abas, Director-General of the ministry revisited and discussed the MOST mandates.

“We have to apply, acquire and innovate technologies for it to become beneficial for the Bangsamoro people,” he said.

On the first two days, the ministry crafted the VGMO. Jehan Mitmug, Bangsamoro Transition Authority’s Chief of Staff, facilitated the crafting of MOST vision, goals, mission, objectives and core values.

A group activity conducted to consolidate the ideas, discussed and finalized the crafting of VGMO. The following is the consolidated VGMO and subject for approval of the Minister.

Vision: “A center of excellence in the field of science, technology and innovation anchored on moral governance committed to provide quality services towards global competitiveness and sustainable development for the empowered Bangsamoro.”

Mission: “To set direction and leadership in science, research, innovation, and science education towards scientific and technological development for the Bangsamoro.”

Objectives: To support the transfer, promotion, innovation, and commercialization of technologies for the development of micro, small and medium enterprises (MSMEs); strengthen the halal industry’s growth by providing capacity-building and quality laboratory services adhering to regulatory and statutory requirements and conforming to international standards, improve access to quality education through S&T scholarship programs, provide capacity-building programs for science and mathematics teachers, and upgrade schools’ science laboratories; pursue Research and Development on policy development, pressing regional priorities, emerging technology, and to establish R&D compendiums; implement national S&T programs, projects, and activities supported by the ministry; spearhead the creation and operationalization of a governing council and linkages addressing scientific and technological advancements in BARMM; enhance scientific and technological services in the field of, but not limited to, technology hub, information technology, and disaster risk reduction and management.

In the third day, the ministry facilitated another group activity to craft MOST matrices by presenting and discussing the plans and programs for the next five years (2021-2025).

The Work and Financial Plan and Project Procurement Management Plan for 2021 were also presented and discussed by each division/section/unit/province on the workshop’s fourth day.

Each division/section/unit submitted the WFP and PPMP for 2021 to Engr. Abdulwahid Sendad, Planning Officer III, for consolidation and submission to the Ministry of Finance and Budget Management (MFBM).

Moreover, Atty. Alladin S. Tamama, Chief of Admin and Finance, presented and discussed the ministry’s Administrative and Finance Policies. He also discussed the executive order on the laws of office travel.

The activity was closed by Minister Silongan thanking everybody for cooperating and finalizing the APP, WFP, and PPMP for 2021.

“We have already set our targets, provided timelines and finalized our Work and Financial Plan for this year. I thank all of you for contributing to the finalization of our WFP and PPMP for 2021.” she said.
