Bangsamoro stakeholders participated in the Large Group Discussion (LGD) for the formulation of the Implementing Rules and Regulations (IRR) of the Bangsamoro Science High School System.

Held at Alnor Hotel and Convention Center on November 22, 2023, the LGD aimed to consult with various stakeholders, consolidating inputs, feedback, and recommendations to craft and finalize the BSHS IRR. It will also facilitate the integration of diverse perspectives, insights, and recommendations.This document will outline benefits for qualified students, provide guidelines for school operations, and more.
The objective was also to align the IRR with the vision, mission, and objectives of the proposed BSHS and resolve remaining disagreements through consensus building.
Deputy Minister Engr. Edsel Mohammad Jilhano was present at the LGD, along with the MOST – Technical Working Group led by Bangsamoro Director-General Engr. Abdulrakman Asim and other MOST officials. Parents and teachers associations and other representatives from academe and offices were also in attendance.
Atty. Norhussien Lauban, Legal Officer IV and Vice-Chair of the MOST-TWG, presented the updated IRR draft from the Small Group Discussion concluded in Davao City. Stakeholders discussed the IRR thoroughly and committed to finalizing the output for the BSHS System’s IRR.
The BSHS System, enacted through Bangsamoro Autonomy Act No. 40, aligns with the standards of the DOST’s Philippine Science High School, integrating values education to strengthen faith and provide quality science education to learners in the region. Furthermore, it will offer free education to qualified Bangsamoro learners, preparing them for careers in science and technology.
