To have a fast, simple, and easy delivery of government services transactions, the Bangsamoro Government’s Ministry of Science and Technology (MOST) crafted its Citizen’s Charter at Blue Lotus Hotel, Davao City.

On September 19-22, 2022, the four-day activity aims to formulate the ministry’s Citizen’s Charter to set up its most current, standard, and updated list of services, transaction requirements, and process flow.

MOST Top Management, Regional and Provincial Directors, Division Chiefs, and Section heads were in the activity.

In the opening activity, Bangsamoro Director-General Abdulrakman Asim said that one of the principles of moral governance is to provide transparency in the process and procedures of the offices.

“We need to focus and never missed something about the formulation of citizen’s Charter. It is for us to be transparent in the process and procedures of the ministry’s service transactions.” BDG said.

The Development Academy of Bangsamoro (DAB) facilitated the formulation of the MOST Citizen Charter. Former Civil Service BARMM Regional Director Adams Torres led and discussed the crafting of the Charter.

In the first two days, it discussed the background and legal basis of the citizen’s Charter, discussion of the Anti-Red Tape Authority Procedures and Practices, and the evaluation of MOST vision, mission, mandates, and objectives.

The activity also conducted a simulation on roles as a client to know each division and section’s service transactions. MOST employees as clients help each other by suggesting process flows that would provide easy and simple transactions, both internal and external services.

On the last day of activity, each division/section/unit presented its crafted citizen’s Charter, interpolated by the top management and subject to finalization.

The MOST Citizen’s Charter billboard is expected to be posted at the office’s main entrance, on the website, and in the form of published materials.

Citizen’s Charter is posted information that should have a comprehensive and uniform checklist of requirements, the procedure to avail of the service; the person/s responsible for each step; maximum time to complete the process, necessary fees to be paid, and procedure for filing complaints.

The ministry also advocated the Republic Act 11032, which promotes the Ease of Doing Business and Efficient Delivery of Government Services.
