Cotabato City – Six Provincial Science and Technology Coordinators of the Ministry of Science and Technology (MOST) from different provinces in the Bangsamoro Autonomous Region in Muslim Mindanao presented their accomplishments on October 25-26, 2021, at PAGANA Kutawato Restaurant. MOST employees, especially the Provincial Directors and staff from Maguindanao, North Cotabato – Special Geographic Area, Lanao del Sur, Basilan, Sulu, and Tawi-Tawi, attended and participated in the Provincial Performance Assessment.
The said activity aims to assess and revisit the performance of each province aligned to the programs, projects, and activities (PPAs) of the ministry.
Nasrodin Buisan, Bangsamoro Director-General, emphasized that plans and targets set for this year must be accomplished.
“Today, we will revisit the measures how far we are for those commitment that are promised. We should aim for excellence, we have effectiveness and efficiency that must work hand in hand. We need to accomplish our promises, our targets and our plans for this year.” Buisan said during his opening message.
Each province reported its provincial accomplishments from 2020 to 2021. They also discussed issues and concerns they experienced while implementing PPAs and shared best practices that gave them successful deliverables in the field. PSTCs assured that the targets set were met and accomplished.
Technical Management Division Section Heads also presented and discussed their accomplishments and reviewed if targets have been accomplished.
Director-General Buisan also discussed the MOST Development Frameworks. He comprehensively conferred how budget proposals for 2022 will be utilized, ensuring that there are approved plans for the programs, projects, and activities anchored to the ministry’s mandates, functions, and goals.
Meanwhile, Engr. Abdulwahid Sendad, Planning Officer III, also revisited and discussed the Technology Needs Assessment (TNA) tool used to assess the Technology Transfer and Commercialization Program recipients. The discussion has decided that the TNA tools should be revised more straightforwardly catered to the specific information needed for Micro, Small, Medium Enterprises (MSMEs) and Science and Technology Livelihood Assistance Program beneficiaries. The Technology Needs Assessment is a tool provided by PSTCs to identify cooperatives/associations/sole proprietors on the latter’s technology needs.
Furthermore, Engr. Sendad also set planning, monitoring, and evaluation (PME) inputs for the ministry’s PPAs by providing a template for PME purposes.
On the second day, a workshop was conducted for the Finance and Administrative Inputs, such as securing documentary requirements in processing different finance requests like cash advance, reimbursements, salary documents, and alike.
An official format of documentary requirements in different office transactions was discussed and finalized its format/template during the workshop.
