Cotabato City – The Ministry of Science and Technology conducted a three-day training on RA 9184 or Philippine Government Procurement Reform Act and its revised implementing rules and regulations to orient employees on government procurement policies.
MOST permanent, co-terminus, and contract of service from regional to provincial offices participated on October 27-29, 2021 at Pagana Kutawato Restaurant, Rosary Heights 11.
It aims to orient and capacitate MOST employees on the proper administration of procurement transactions adherent to RA 9184.
In her opening message, Minister Aida Silongan, MAPD, emphasized the importance of procurement transactions to the operations of the ministry.
“This training is crucial for everybody most especially those sections that engaged in procuring equipment/facilities for the implementation of our programs, projects, and activities. It will enlighten us on the proper procurement transactions such as public bidding adherent to government laws.” Minister Silongan said.
“We assure that all our activities or transactions in the office relative to procurement and/or conduct of bidding will be in accordance with the government rules and regulations. Everyone in the procurement activity must follow the procedures and standards set by revised IRR,” she emphasized.
R.A. 9184, otherwise known as the “Government Procurement Reform Act,” was enacted for the purpose of prescribing the necessary rules and regulations for the modernization, standardization, and regulation of the procurement activities of the Government of the Philippines.
