To ensure quality and better S & T services based on proper standards, the Ministry of Science and Technology conducted its Citizen’s Charter Pilot Testing on March 30, 2023, at the MOST Regional Office, Bangsamoro Government Center, Cotabato City.

The MOST Citizen’s Charter Team, led by Atty. Norhussien Lauban, together with Almansur Mokamad, Information Officer III, Hadjara Dago, HRMO III, Fatma Salik, Records Officer II, and Mansur Panalangin, IT Focal, facilitated the pilot testing.

“This pilot testing is crucial as we are about to launch the Citizen’s Charter at the end of April 2023. It is for the ministry to provide the services information to the public and visitors with indicated external services, requirements, maximum processing time, responsible person, and others. It is to ensure quality services for the Bangsamoro,” Lauban shared.

Services under the Scholarships and Grants Section (SGS) were tried, such as the walk-in application for the Bangsamoro Assistance for Science Education (BASE) and BASE-Merit Programs.

SGS personnel accommodated the client applicant who arrived on that day. The latter discussed and submitted the requirements to the office personnel.

The applicant’s transaction with the MOST personnel/responsible person was timed to test the indicated maximum processing time in the Citizen’s Charter handbook.

Three (3) process flows in submitting BASE and BASE-Merit requirements were monitored and if they coincided with the indicated time. At the end of the transaction, the clients filled out the customer feedback satisfaction form. It took only 5 minutes to complete all the transaction processes.

The team also conducted another test for some ministry services on that day.

In compliance with the Anti-Red Tape Act of 2007, the ministry will launch its Citizen’s Charter on the 4th week of April 2023 by posting its Citizen’s Charter Information Billboard, providing a printed copy of Citizen’s Charter placed in the windows/counters of each frontline divisions/sections, and uploading of CC Handbook on the MOST Official Website and Facebook Page.

The Citizen’s Charter contains the services and step-by-step procedures to communicate the flow of transactions to the clients. It complies with Republic Act No. 11032: An act promoting ease of doing business and efficient delivery of government services, amending for the purpose Republic Act No. 9485, otherwise known as the Anti-Red Tape Act of 2007, and for other purposes.
