Cotabato City – The Ministry of Science and Technology – BARMM together with other ministries and offices drafted an Executive Order creating the Bangsamoro Science and Technology Research Council. It was conducted last November 18, 2020, at EM Manor Hotel during the 2nd Inter-Ministry Convergence Meeting for Science and Technology Framework. The said EO creation aims to develop and formulate a Science and Technology Council that will provide S & T framework and roadmap towards science and technology research and development in the BARMM region.

 

Nasrodin U. Buisan, Chief Technical – Designate of MOST, gave opening remarks and pointed out that we need to capitalize on the mandate of science and technology and the Bangsamoro Organic Law. We should also capitalize on the S & T research and development to provide appropriate and sensitivity to the needs and culture of the Bangsamoro people. He also held that the crafting of a science and technology framework is crucial as it will give us direction on providing quality services in the BARMM region. 

 

The activity also presented the previous convergence output to align it for the drafting of the S & T framework. The consultation further discussed the general S & T framework and its integration towards science, research, innovation, and technology development.  

 

Suharto A. Abas, Executive Assistant V of MOST, led the draft on creating the Executive Order for BSTRC. He presented the draft, reviewed it, and discussed it together with ministries and offices. 

 

Moreover, the creation of BSTRC directed on formulating guidelines for scientific, technological research and development; develop policies, plans, and programs on science, research, inventions, and education, and all ministries shall ensure the implementation of programs and projects related to science and technology.

 

The Bangsamoro Government, together with MOST, sees to it that it shall give priority to science, research, inventions, technology education, and their development. It will also ensure the full and effective participation of all sectors in the planning, programming, coordination, and implementation of scientific and technological researches in the BARMM region.
