COTABATO CITY – Inter-ministries in the Bangsamoro Autonomous Region in Muslim Mindanao spearheaded by the Ministry of Science and Technology reviewed and finalized the Executive Order for the creation of Research and Development Council (former Science and Technology Council during the first inter-convergence meeting) last February 10, 2021, at the Bangsamoro Planning Development Agency (BPDA) Conference HallThe said activity aimed to consolidate ideas and recommendations for the R & D Council’s Executive Order; reviewed and finalized the EO as mentioned above.

Engr. Moammer Tabara, Research and Development Head of MOST, said that the Research and Development Council’s creation would provide the path towards developing, implementing, and harmonizing different research agendas, policy-making, and decision-making. It will provide programs, projects, and activities for Bangsamoro’s empowerment.

The activity ran in focus group discussion, open forum, and workshop to capture the body’s ideas and recommendations.

The next step is submitting the final draft of the R & D Council’s Executive Order created during the meeting last February 10 to the Bangsamoro Attorney-General Office (BAGO) for final review. Then, the Office of the Chief Minister shall approve the said EO. Once approved, the Research and Development Council would begin the activities line-up prepared by the council.

The Research and Development Council’s creation is directed on formulating guidelines for scientific, technological research and development; develop policies, plans, and programs on science, research, inventions, and education; and all ministries shall ensure the implementation of programs and projects related to research and development.

Together with MOST, the Bangsamoro Government sees that it shall prioritize science, research, inventions, technology education, and their development. It will also ensure the full and effective participation of all sectors in the planning, programming, coordination, and implementation of scientific and technological researches in the BARMM region.

The Research and Development Agenda has adhered to the Eight Development Goals (EDG) and Twelve (12) Point Agenda of BARMM.
